JOB DESCRIPTION
Transform is a four-year program which will be coordinated by three Norwegian organizations namely, the Norwegian Church Aid (NCA), the Development Fund of Norway (DF), and Norwegian University
of Life Sciences (NMBU). The overall objective Is to strengthen local food systems in selected areas in five of Malawi’s rural districts and demonstrate a sustainable Improvement of food and nutrition security, resilience to climate change and income among agriculture-dependent rural households. By Increasing resilience to climate change, diversifying agriculture production, developing new value chains and closing the gender gap In agriculture, the program will contribute to the transformation of the agricultural sector in Malawi.

For the Transform Consortium to continue developing its partners’ programmes in Malawi, the Transform seeks experienced persons with solid knowledge and skills to fill the following position in the Country offices based in Lilongwe:

Programme Manager: Based at DF Offices

Reporting to the Development Fund [DF) of Norway Country Director, the Programme Manager will ensure overall coordination between the Norwegian Consortium Partners for the achievements
of results in the programme. The Programme Manager will work In dose collaboration with the TRANSFORM Grants and Compliance Manager, DF’s Country Programme Manager and Programme Coordinator In order to oversee that the programme is Implemented In line with established standards and guidelines. He/she will also ensure that programme Is completed to a consistently high standard, within budget, that objectives are met on time, suiting the consortium members’ Image and objectives. He/she will make sure that the programme meets professional standards and sector regulations.

Liaison with Implementing partners
Specific Duties will include:

Program Management

Serve as General Secretary to the TRANSFORM Program Steering Committee
Programme Manager will conduct her/his work In accordance with the decisions made by the Steering Committee
Programme Manager wall work closely with the TRANSFORM Program Grants and Compliance Manager
He/she will be responsible for overall programme Implementation: burn-rate, project deliveries
Ensure overall coordination between consortium members and Implementing partners
Consolidate narrative reports and submit to Grants and Compliance Manager before approval by Steering Committee
Coordination MEAL-activities among the actors, overall Implementation of the programme’s MEAL- standards and quality assurance of MEAL related reporting
Organise meetings and activities that ensure effective coordination, learning and exchange
Coordinate the collaborative elements of the programme, such as work with Implementing partners, common target groups, innovation and learning activities, cross-organisational links in the food-systems
Report on progress and suggest programme adjustments to the Steering Committee
Support the TRANSFORM Grants and Compliance Manager in the development of standards, templates and minimum requirements for data management, monitoring and reporting
In collaboration with the Grants and Compliance Manager, facilitate development of budgets and schedules (usually annually) to support the programme’s implementation.
Assign tasks to team members to ensure project objectives are completed as required
Communicate expectations to team members and implementing partners
Counsel and discipline team members who do not perform to expectations or who violate organisational policies
Resolve problems within programme as they arise
Work closely with relevant Government structures to promote TRANSFORM Programme’s views and vision
Monitor and evaluate partners and projects in the field during travels to the project sites
Coordinate production of terms of reference, identification of consultants and ensure that performance of consultants, and Program staff conform to guidelines as set by the consortium
Ensure that partner reports and applications are delivered on time
Spearhead the process of learning by the consortium, implementing partners and communities through projects review meetings; projects progress reports surveys, demonstrations, exchange visits etc
Coordinate staff and partner capacity building needs. Ensure effective capacity building action design and Implementation
Facilitate implementing partner and stakeholder consultations to solicit their input Into the programme
Cross-cutting: ensure that gender, diversity, HIV and AIDS and environmental Issues are effectively taken on board In all program plans and partner projects
Undertakes any other duties as assigned by the consortium and the OF CD
Representation

Represent the TRANSFORM programme in various settings and meetings.
Liaison with partners and stakeholders
Establish goad relationships with all Implementing partners and stakeholders
Together with consortium members, facilitate the collaboration among implementing and consortium partners

Knowledge of the NGO and INGO sectors in Malawi.

Experience from leadership/management.
